I think I'm missing something here. How are Mary-Lou and Verity-Anne not stepsisters?

they have diffrent parents - they don't share them - from biological point of view. it's probably that

Oh, I see how they're not sisters - they're not biologically related to each other - but I don't get how they're not stepsisters, because their parents are married.
